A Study on Social Welfare Characteristics of the Relief System in Ancient Dynasty

Abstract

|
The purpose of this study is to examine social welfare characteristics of Jindaebup, the relief system in Goguryo Dynasty. Jindaebup is the first relief system which has recorded name, beginning time, contents, initiators and backgrounds in Korean history. Situational facts about Jindaebup has been so well prescribed that historians and social welfare students described it in itself or explained a little more than the historical records. However, origins, backgrounds and purposes of Jindaebup have to be more obviously analysed so as to take the representative position of Korean social welfare history. The results of this study is summarized as follows; First, it is difficult to say that Jidaebup is the first and original relief system in Asia. Goguryo might already has the corn storehouses for wars and borrows which has been influenced by China. Second, the backgrounds of Jindaebup are the oriental noblesse oblige of kings and keeping peasants and soldiers as well as the empowerment of the kingdom. Third, Jindaebup was a relief system at first and integrated to the price control institutions, Sangpyongchang(corn storage and borrow agencies). It means that Jindaebup had not only a relief system but also a price control function.
